Licang District's Integrated Big Data Platform Drives Innovation in Government Services

The Licang District Big Data Bureau has remained focused on its core objectives of harnessing data to empower governance, enhance public services and improve administrative efficiency. Building on the district's integrated big data platform, it has addressed the common challenges faced by grassroots government departments—limited funding, technical expertise and development capacity in data applications—by transforming municipally managed public data resources including household registration and funeral services records into standardised, plug-and-play data verification services, thereby effectively packaging cross-departmental and cross-tier government data into low-threshold, zero-development solutions that can be deployed straight out of the box. The solution was first rolled out in the civil affairs sector to support eligibility verification for living allowances for persons with disabilities facing financial hardship and nursing subsidies for people with severe disabilities and its results? The effective removal of key bottlenecks in the verification process including household registration validation and proof-of-life checks to ensure that the accurate disbursement of public welfare funds while significantly reducing the cost of data applications for frontline government agencies. This initiative also offers a practical, scalable model for district- and county-level governments to convert data resources into real-world administrative applications and drive innovation in public service delivery.
