The Qingdao Municipal Administrative Approval Bureau and seven other public departments recently released the Implementation Handbook for the "One License, One Code" Digital Identity Service System for Corporate Enterprises. This initiative aims to establish a unified, standardized, user-friendly, and secure digital identity service system for corporate enterprises to facilitate cross-platform, cross-field, and cross-system applications.

The "One License, One Code" system assigns each corporate enterprise a unique "electronic business license" and "enterprise code." This single digital identity is generated automatically, requires no application, and is valid for life. The electronic business license serves to share business entity information and authenticate corporate identities in both governmental and commercial sectors, supporting online business operations in conjunction with an enterprise code, a static QR code derived from the electronic business license, that can be downloaded, printed, and displayed to allow relevant authorities, businesses, and the public to scan and access relevant corporate information such as registration details, permits, credit, supervision, enforcement, and annual reports.

According to the plan outlined, the municipal administration of Qingdao will link relevant and vital approval information—such as registration details and electronic permits, certification information like tax credits and records, and regulatory enforcement details, including operational anomalies and penalties—to the electronic business license and enterprise code to make the digital identity service the core tool for corporate enterprise self-governance. Corporate enterprises will not be required to submit additional paper licenses or identification if their identities can be verified online through the electronic business license. Similarly, if information is accessible via the enterprise code, no further documentation will be needed through other channels.

The implementation plan covers all business entities within Qingdao's administrative region. Corporate enterprises can use the electronic business license's "Scannable Code Verification" feature to complete registration and log on to various government websites for identity verification purposes with just one step, eliminating the need for manual entry of business information or submission of paper licenses. Scanning the enterprise code provides access to registration details, electronic permit information, regulatory records, and credit information, thereby promoting QR code-enabled business operations and encouraging transparency through convenient information sharing. To support economic development, the plan actively encourages various social and financial platforms to integrate with the electronic business license system to pioneer applications in banking, telecommunications, healthcare, education, e-commerce, live streaming, and transportation logistics and enabling the "One Phone, One Identity, Seamless Access" vision.
