Qingdao Pioneers Comprehensive Digital Approval System for Major Construction Qualifications

The Qingdao Municipal Administrative Approval Service Bureau has launched a comprehensive digital approval system for construction qualifications on May 13. This system, which includes approvals for construction enterprises, engineering survey units, engineering design units, and engineering supervision enterprises, makes Qingdao the first in Shandong to achieve digital approval coverage across all eight major categories of construction qualifications.

The Qingdao Municipal Administrative Approval Service Bureau has been rolling out digital approval processes for various construction-related qualifications in gradual process since the beginning of 2024, including those for real estate development enterprises and construction quality inspection agencies. These initiatives have significantly improved the efficiency of the intelligent approval system. In a more recent update, the bureau has expanded information channels and enhanced data sharing through the utilization of technologies such as OCR recognition and electronic seals, integrating business licenses, social insurance, professional titles, qualification certificates, and project performance information under one single, comprehensive digital portal. This digital transition covers business qualifications in construction, engineering surveying, engineering design, and engineering supervision, sectors that involve numerous market entities and attract significant public attention. Consequently, digital approval processes now encompass all eight major categories of construction qualifications.

The digitalization of construction qualification processes has streamlined several key aspects: automatic population of company information, selection of historical data, intelligent review of key points, batch application of electronic seals, and online issuance of qualification certificates. This has reduced form filling by approximately 65% and material submissions by about 53%, effectively eliminating redundant submissions and significantly lightening the workload for private companies and entities. Ongoing enhancements to the digital system include the addition of video guides and tailored assistance instructions at the application portal, as well as new data analysis functions offering comprehensive insights based on diverse data requirements is underway. "Our next steps involve a continued focus on improving business operations and development, deepening the efficiency of digital tools, and persistently refining service processes to enhance satisfaction for both businesses and the general public," affirmed a Qingdao Municipal Administrative Approval Service Bureau spokesperson.
