Qingdao: A Top Attraction for Foreign Talent

The annual Hangzhou International Human Resources Exchange and Cooperation Conference kicked off on September 28. The Foreign Talent Research Center of the Ministry of Human Resources and Social Security released the Amazing China 2023 - The Most Attractive Chinese Cities For Expats rankings and Qingdao was ranked seventh nationwide, marking its 13th consecutive appearance on the list and further boosting the city's international recognition and influence.
Initiated in 2010, the Amazing China - The Most Attractive Chinese Cities For Expats rankings is the only talent-attraction index in China entirely voted on by foreign professionals, making it a key index to indicate a city's openness, inclusivity, growth potential, and internationalization. Every year, foreign professionals—ranging from Nobel and Turing Award winners to recipients of the Chinese Government Friendship Award and the International Science and Technology Cooperation Award—vote on the most attractive cities to live and work in China. According to the 2023 results, Beijing, Shanghai, Hangzhou, Guangzhou, Suzhou, Shenzhen, Qingdao, Nanjing, Chengdu, and Xiamen ranked as the top ten cities for foreign talent attraction.
Qingdao's continued appeal to foreign talent stems from its livable environment and open, inclusive culture, as well as its ongoing improvements in service quality. The city has been approved for several initiatives in recent years, including the Ministry of Science and Technology's pilot programs for innovation in managing foreign work permits and facilitating foreign talent compensation and foreign exchange. Qingdao has also gained authority to issue confirmation letters for high-level talent as part of measures to create a more comfortable living environment and a secure entrepreneurial ecosystem, ensuring that foreign professionals not only want to come to Qingdao but also can settle down and contribute as key partners in the city's development.
